Session One: Accelerating Retrofits: New Tools and Incentives for the Rental Sector

The landscape for rental building retrofits in B.C. is changing fast—with unprecedented support now available to help owners reduce emissions and operating costs. This session brings together leaders from three key programs supporting this shift: Brenda Scott, Program Manager for BC Hydro’s MURB offer, will highlight new financial incentives and strategies for improving energy performance. Jordan Fischer of FRESCo will introduce the Rental Apartment Retrofit Accelerator (RARA), which provides hands-on project identification and implementation support. Rounding out the session, Leo Glazer of Third Space Properties will share how their organization is operationalizing a bold net-zero roadmap that includes low-, medium-, and high-cost retrofit measures over a 5–10-year horizon. Attendees will leave with actionable knowledge on how to access support, leverage incentives, and strategically plan retrofit work. This is a must-attend session for any rental housing provider ready to take the next step toward decarbonization.

Leo Glaser: Leo Glaser is Director of Net Zero & Planet Impact at Third Space Properties Inc., where he leads the company’s net zero, climate action, and resource conservation plans. With over a decade of experience in energy efficiency and real estate decarbonization, he has delivered impactful electrification and innovation projects across diverse portfolios. Leo also developed and teaches the Building Electrification Strategies course for CIET. He holds a master’s from UBC, is a Certified Energy Manager, and an active member of AEE and NEEC. His work advances sustainability across operations, new construction, and broader industry collaboration in Canada.

Brenda Scott: Brenda Scott is a Product Manager for Energy Efficiency & Decarbonization Solutions at BC Hydro, where she leads innovative initiatives to reduce energy consumption and greenhouse gas emissions in large commercial and multifamily buildings. With over a decade of experience as an energy and climate engineer, Brenda brings deep expertise in energy analysis, audits, program evaluation, and measurement and verification. Known for her analytical mindset and passion for data-driven decision-making, she plays a key role in advancing sustainable retrofit strategies across Vancouver’s existing building stock, supporting BC’s broader climate goals through impactful and measurable energy performance improvements.

Jordan Fischer: Jordan Fisher: Jordan is the Chief Decarbonization Officer for FRESCo Building Efficiency and brings 20 years of experience in leading innovative energy efficiency and GHG reduction initiatives within the building sector. Jordan’s work has resulted in tens of millions of dollars in completed energy retrofits and hundreds of millions of dollars in high-efficiency new construction projects. A leader in building retrofits, Jordan has spearheaded numerous building retrofit initiatives. He pioneered BC’s multi-family retrofit sector in 2011, an area that was virtually non-existent at the time. Since then, he has either led or contributed to most of BC’s multi-family retrofit programs and has expanded FRESCo’s work to hundreds of commercial buildings. His portfolio includes tens of millions of square feet across private, non-profit, and public sectors, in collaboration with industry, all levels of government, and lenders.

Session Two: Coverage Clarity: Insurance Insights for Purpose-Built Rentals, Condos, and Beyond

In this session, Stacey will break down the essentials of insurance for the rental housing industry, highlighting both landlord coverage and the importance of tenant insurance. With nearly two decades of experience, she’ll offer practical insights tailored to purpose-built rentals, condos, and secondary market properties. Whether you own one unit or many, you’ll gain a clearer understanding of your insurance responsibilities and options.

Stacey Wilson: Stacey is a Certified Accredited Insurance Broker who began her insurance career in 2005. She has gained experience as an underwriter and a broker since that time.  Stacey is currently a Vice-President, Client Executive in the Realty Division at BFL CANADA working alongside a specialized team of over 100 people.  She works to ensure that each individual client receives the best coverage, customer service and claims handling available in the marketplace.

Session Three: RTB Update

Join Hunter Boucher, Vice President of Operations at LandlordBC, for an important update on recent changes to the Residential Tenancy Act, including the new requirement for landlords to generate Notices to End Tenancy for landlord’s use through the Residential Tenancy Branch web portal. This session will walk landlords through the updated process, highlight compliance tips, and cover other key legislative amendments impacting rental housing providers. Hunter Boucher:  Hunter Boucher is Vice President of Operations at LandlordBC, where he leads operational strategy, education, and industry advocacy. With over 15 years of experience specializing in landlord-tenant legislation and rental housing best practices, Hunter brings practical, real-world insights to every session. He is a trusted voice for landlords navigating regulatory change and is dedicated to promoting professionalism across the rental housing sector.

Session Four: Fireside Chat:  A snapshot of the residential rental market in BC – how is the industry navigating the challenges?

Amid heightened economic uncertainty and tensions with the U.S., British Columbia’s rental market is experiencing decelerating rents and occupancy.  Owners of existing stock struggle with a continuing disconnect between expense growth and annual rent growth stymied by government intervention.  Builders of new purpose-built rental are increasingly shelving new purpose-built rental projects due to increased interest rates, high government cost drivers (taxes, fees and charges), and higher production input costs. Where are demand and vacancy rates heading now? What does that mean for the underlying fundamentals for the sector?  Will the influence of institutional investors continue to grow in BC? How are developers navigating the many challenges to get their projects off the ground? How are government programs and policies from CMHC impacting the market in B.C.? This session will address these and many other questions.

Derek Townsend: Owner, Principal at Citifund Capital Corporation

Derek began his commercial real estate career in 2012 with a dedicated focus on rental apartment financing. He is a leading expert in arranging debt for all asset classes although specializing in CMHC insured, purpose-built rental projects, conventional and bridge financing. Beyond structuring debt, Derek is a dedicated volunteer and leader in the industry and community with several awards to his credit including the 2025 Business in Vancouver’s Forty under 40 award. He has been an active board member with LandlordBC where he serves as Treasurer.
